Interesting question for an essay i'm trying to write.

In drug testing, drugs in the UK need to be tested for 12 years before they can go commercial. In the USA its only 10 years.

My question is, if a drug is tested for 10 years in the USA, can it be sold in the UK?

As far as i know, no. I can't remember the name of the organisation, but the drug HAS to be tested by a (British) independent body before it's allowed to be used in the UK. This is why some people (with enough money) go overseas to receive treatments that have not been approved in the UK yet.

i understand that drugs need to be tested thoroughly, but it seems crazy to me that a cure for some disease could be out there, and it's not widely available for 10 years...

Indeed, in many cases the number of lives saved by testing the drugs (those who would die of unforseen effects) could be a lot lower than the number that could've been saved with the drug in 10 / 12 years..

If the drugs were not tested, anybody could sell anything claiming that it would curer any illness. A hundred years ago (or so) drugs and medicines did not need to be tested, many people died and a lot suffered long term illness because of this. One famous example of this is what Hitler's doctor was using to treat him for some problem he had.
